Simply add two Coupon Code Generator variables into your newsletter subscription success email template which is set as in your Newsletter settings:
{{var subscriber.generateCoupon(Rule id, alias)}}
{{var subscriber.getCouponCode(alias)}}
And your customers will be receiving personal coupon upon Newsletter subscription.

Yes, the coupon code is not tied to any particular email address, so a customer can even forward the code to a friend.
